Question: Is the Holy Spirit available at all times to everyone, whether they are a believer or not? That is a good question.
Generally, the Holy Spirit would not be available to unbelievers except in special circumstances. The Apostle Paul was an unbeliever miraculously converted on the road to Damascus. God was able to read his heart condition and new he was believer material.
For those who are not in this category the following applies: " We are witnesses of these things, and so is the Holy Spirit, whom God has given to those who obey Him."See Acts 5v32. TO THOSE WHO OBEY HIM. This means the Holy Spirit is not given-to those who do not obey him.
SO lets get this into perspective. The standard that God lays down in scripture for help from the Holy Spirit and the reward for salvation is OBEDIANCE.
This calls for self analysis; Am I obedient to God's commands that are found in Scripture or are there areas that need adjusting? None of us will be perfect in this life no mater how long we live, but God does expect us to be focused on the ultimate truth of his will and to consistently keep on improving.
He makes allowances for babes in the truth and gives them time to mature, but for those who for years become steeped in error and a false Gospel, without even bothering to break free, he sends them a delusion. In other words He locks the door and throws away the key.
So the key words are truth and obedience and our complete reliance upon God's inspired word
